1992年10月（yuè）11日（rì），隨著嘉定縣城市化進程的加快，已形成既有城市又有農村的新格局，需（xū）要建立一個兼具城市和農村兩種管理職能的新區體製與之適應。經（jīng）國務院批準，撤（chè）銷嘉定（dìng）縣，建立嘉定區。上海市時轄13個區、7個縣，共20個區縣。

隨著浦東開發開放進入實質性啟（qǐ）動（dòng）階段，1992年10月11日，經國務院批準，撤銷川沙縣，將黃浦、南市、楊浦三區的浦東部分和上（shàng）海（hǎi）縣三林鄉，從原所屬區、縣（xiàn）中劃出，與原川沙縣全境合（hé）並，設立浦東新區。1993年1月1日，浦東新區管理委員會揭牌成立。上海市時轄（xiá）14個區、6個縣，共20個區縣。

在浦東開發的帶動下，上海經濟快速發展，城市化率不斷提高（gāo），城市布局結構繼續調整（zhěng）。為促進（jìn）市區和（hé）郊區經濟社（shè）會同步發展，金山、鬆江、青浦、奉賢、南匯和（hé）崇明先後（hòu）於1997年至2016年間撤縣設區，縣級行政建製在上海成為曆史，上（shàng）海城市發展進入新階段。
為進一步（bù）提升和完善中心城區的城市功能（néng），提高（gāo）行政效能，黃浦區在2000年和2011年兩次“撤二建一”，成為新的黃浦區，行政區域覆蓋（gài）原南市區和盧灣區範圍。靜安區和閘北區也於（yú）2015年實現強強聯合、優勢互補，通過（guò）“撤二建一”成為新（xīn）的靜安區。
2009年，為提升浦東開發國家戰略的承載能力，提供轉型發展新空間（jiān），國（guó）務院批準撤銷南匯區，將其行政區域並入浦東新區。
至2019年，上海（hǎi）市轄有浦（pǔ）東新區（qū）和黃浦、徐匯、長寧、靜安、普陀、虹口、楊浦、閔行、寶山、嘉定、金山、鬆江、青浦、奉賢、崇明16個（gè）區。

Inordertofurtherimprovetheurbanfunctionofthecentralurbanareaandimprovetheadministrativeefficiency,HuangpuDistrictwentthroughtwiceareaadjustmentin2000and2011,andbecameanewHuangpuDistrictwiththeadministrativeareacoveringtheformerNanshiDistrictandLuwanDistrict.AnewJinganDistrictwasalsoestablishedbymergingtheformerJinganDistrictandZhabeiDistrict.
In2009,inordertoenhancethecapacityofpudongtofulfillthenationalstrategyandprovidenewspacefortransformationanddevelopment,theStateCouncilapprovedtowithdrawNanhuiDistrictandmergeitsadministrativeareaintopudongNewArea.
by2019,Shanghaihasjurisdictionover16districtsincludingpudongNewArea,Huangpu,Xuhui,Changning,Jingan,putuo,Hongkou,Yangpu,Minhang,baoshan,Jiading,Jinshan,Songjiang,Qingpu,FengxianandChongming.

20世紀90年代後期，為促進市區和郊（jiāo）區經濟社會同步發展（zhǎn），也為（wéi）上（shàng）海南翼發展，從體製上（shàng）打下一個很好的（de）基礎，經國務（wù）院（yuàn）批準，1997年4月29日，撤銷金山縣（xiàn），設立金山區（qū）。上海市時轄15個區、5個縣，共20個區縣。
