InFebruary1956,thestatecouncilapprovedtheadjustmentofadministrativedivisions.Afteramalgamativeadjustment,thewholecityhadjurisdictionover15urbandistricts,3suburbandistrictsand1WaterDistrict.
InJune1956,WaterDistrictwaswithdrawn,andtheadministrativeworkonthewaterareawastemporarilytransferredtoHuangpuDistrict.InApril1957,thewaterareawasallocatedtothejurisdictionofadjacentlandarea.Shanghaihadjurisdictionover18districtsatthattime.
上海設市以來，管轄區域以城市化地區為主，兼有（yǒu）近郊農村地區。轄區麵積狹小、人（rén）口眾多，成為上（shàng）海發展經濟、改善（shàn）民生的瓶頸。
1958年1月（yuè）和11月，國務院批準將曆史上（shàng）與上海關係密切的上海（hǎi）等10個縣，從江（jiāng）蘇省相繼劃入（rù）上海市。這是上海建市以來規模最大的一次行政區劃調整，奠定（dìng）了今天上海市行政區（qū）域範圍的基礎。
1964年，通過行政（zhèng）區劃調整，上海市時（shí）轄（xiá）10個市區和10個郊縣，共（gòng）20個區縣，這種狀（zhuàng）況一直保持到1979年。

In1964,throughtheadjustmentofadministrativedivisions,Shanghaihadjurisdictionover10urbandistrictsand10suburbandistricts.Thisremainedthecaseuntil1979.

1958年11月21日（rì），國（guó）務院批準將江（jiāng）蘇省（shěng）的（de）川沙、青浦、南（nán）匯、鬆江、奉賢、金山、崇明（míng）7縣劃歸上（shàng）海市。

1961年1月（yuè），經國（guó）務院批準，撤銷浦東縣，其城市化地（dì）區並入黃浦、南市、楊浦（pǔ）3區，農（nóng）村地區並入川沙縣。上海市時（shí）轄12個區、10個縣，共22個（gè）區縣。
1961年3月，浙江省舟山縣的嵊泗（sì）人民公社劃歸上海，第（dì）二年5月又複劃歸浙江省。

1964年5月（yuè），經國務院批準，撤銷吳淞、閔行區，其行政（zhèng）區域分別並入楊浦區和徐匯區。至此，全市共有10個市區和10個郊縣，共（gòng）20個區縣。這樣（yàng）的行政建製在以後（hòu）16年中保持相對（duì）的穩（wěn）定。這一年上半年，全市共有111個街道，197個人民公社，2822個生產大隊。年底，街道調整為103個。
