1966年10月，鬆江縣山陽、漕涇、朱行（háng）、亭新、楓圍5個公社和楓涇（jīng）、亭林2個鎮，以及張澤公社南部的金明、津星2個大隊劃歸金（jīn）山縣；金山（shān）縣泖港公社劃歸鬆江縣；鬆江縣漕涇（jīng）公社黃沙（shā）、花園、南迎龍3個大隊劃歸奉賢縣。

1978年改革開放後，工作重心轉（zhuǎn）移到經（jīng）濟建設。為理（lǐ）順（shùn）城（chéng）鄉（xiāng）管理體製，加快區域經濟發展，於1980年和1981年先後恢複設立吳淞區和閔行區。
隨著城（chéng）鄉一體化進程加快，郊縣開始撤縣設區，吳淞區、寶山縣於1988年（nián）合並為寶山區（qū），閔行區和上海縣於1992年合並為新的閔（mǐn）行區，嘉定區也於同年設立。
為深化改革，進一步實（shí）行對外開放的重大部（bù）署，1990年4月，黨中央、國（guó）務院宣布開發開放浦東（dōng）的戰略決策。國務院於1992年10月批複撤銷川沙縣建製，將其與黃浦、南（nán）市（shì）、楊（yáng）浦3個區的浦東部分和原上海縣（xiàn）三林鄉合（hé）並，設立浦東新區。1993年1月（yuè）1日，浦東新區（qū）管（guǎn）理委員（yuán）會揭牌成立。

Inordertodeepenreformandfurtherimplementtheopeningupstrategy,inApril1990,thepartyCentralCommitteeandtheStateCouncilannouncedthestrategicdecisionofopeninguppudong.InOctober1992,theStateCouncilapprovedthewithdrawalofChuanshaCountyandmergingitwiththeareaeastofHuangpuRiverinHuangpu,Nanshi,YangpuDistrictsandSanlinTownshipofShanghaiCountytoestablishpudongNewArea.OnJanuary1,1993,pudongNewAreaManagementCommitteewasinaugurated.

1980年10月，經國務院批準，恢複吳淞區建製。將寶鋼地區辦事處行政區域和寶山縣部分行政區域為其行（háng）政區域。1984年9月，又將石洞口（kǒu）發電（diàn）廠廠區劃歸吳淞區。上海市時轄11個區、10個縣，共21個區縣。
