人文曆史
史載，唐天佑二年，晉王李克用會契丹耶律阿（ā）保機於東城，易袍（páo）馬（mǎ），息幹戈，約為兄弟。後（hòu）世據此取“懷想仁人”之意而得名懷仁，同（tóng）期置懷仁縣。金貞祐二年，廢縣升置雲州。清康熙（xī）三十三年(公元1693年)改為懷仁縣（xiàn）(2018年8月8日，懷仁正式撤縣建市，成立縣級懷仁（rén）市)。
據《懷仁縣誌》記載：本縣境內有人（rén）類（lèi）活動（dòng）的（de）遺跡可追溯到（dào）距今（jīn）近萬年的新石器時期（qī），當時人（rén）們就擇水而居，進（jìn）行牧羊狩獵。
懷仁人常年喝（hē）羊雜、吃羊肉。從遠（yuǎn）古到（dào）現在（zài），傳承千載，愈（yù）食愈烈，特別是每逢節假日、辦紅白喜事、生日慶典、起屋蓋房（fáng），連吃（chī）數日，常吃不厭。一鍋羊雜，喝出一個大產業，助推（tuī）了養羊業（yè）的傳承和發展。

產地環境
懷仁市，介（jiè）於東經113°10’，北（běi）緯39°52’之間，地處山西省雁（yàn）門關外、大同盆地中部，北與大同市相依，南與山陰接壤（rǎng）。境內屬北（běi）溫帶大陸性季風氣候，年均氣溫7.3°C，平均無霜期150天左右，年均日照時數2800小時，年均降雨量一般在315~459毫米之間，多（duō）集中（zhōng）於（yú）七、八（bā）月份。四季（jì）分明，不冷、不熱、不潮，夏秋沒有連陰雨，冬（dōng）天不下封山雪，氣候溫（wēn）和，養羊條件（jiàn）十分優越（yuè）。
懷仁羔羊源自北（běi）緯39°農牧交錯帶，主要食紫（zǐ）花苜蓿，蛋白質含（hán）量高，100%排酸，肥瘦比例協調，肉質鮮嫩。
懷仁（rén）有幾（jǐ）句順口溜來形容羊的生活環境:“吃的是中草藥，喝的是礦泉水，住的是羊別墅，拉的是地黃丸。”這樣講一點也（yě）不過分（fèn）。

產業（yè）發展
懷仁市委、市（shì）政府把“羊成商品”作為轉型跨越，農民致富達小康的一項主導產業來抓，舉全（quán）市之力發（fā）展養羊。在財（cái）力緊（jǐn）張的情況下，拿出資金扶助養羊（yáng），成立了肉羊行業協會。縣政府明確規定：新增1隻基礎母羊補貼100元，引進（jìn）1隻優種母羊補貼500元，引進1隻優種公羊（yáng）補貼2000元。對規模大、示範帶動作用強的養殖企業，對非農企業轉產畜牧養殖、加工企業的，可以優先申報項目資（zī）金，並按投資（zī）總額的10%以獎代補。
2011年市財政支付基礎母羊補貼2000萬元，貸款擔保1000萬（wàn）元。市財（cái）政投入200多萬（wàn）元養殖場修水泥路（lù）21公裏。另外，土地部門認真落實畜牧用地（dì）作為農業（yè）用地的（de）政策，規模（mó）養殖區建設調轉用地（dì）6000多畝。
